Judge Won't Allow Stairs to RI Beach

PROVIDENCE, R.I. (AP) _ A Superior Court judge has ruled that a Narragansett couple can't build a staircase to link their cliff-side house the beach below.
 
The Providence Journal reports Andreas and Cara Ludwig had a variance allowing for the 50-foot stairway from the local zoning board, but were denied permission to build by the Coastal Resources Management Council.
 
The council had argued that construction of the stairs could cause flaking or wasting on the cliff, and likely would degrade the scenic vista in the area.
 
Judge Patricia Hurst upheld that decision on Thursday.
 
Without the stairs, the Ludwig's must use a use a local public access to get to the beach from their home, which they purchased in 1998 and has an assessed value of $1.5 million.
